SFL chief David Longmuir claims Scottish football needs to take "a leap of faith" for the long-term future of our game.
Falkirk and Ayr became the latest sides to stun SPL opposition with League Cup wins over Dundee United and St Mirren on Tuesday night.
And Longmuir said: "SFL clubs enjoy high-profile coverage in the cup competitions but on the whole the fans don't often get the chance to get to see what's going on in the First Division level and below.
"The results for Falkirk and Ayr are a testament to the way they've reacted to the financial restrictions forced on them.
"When they knock out one of the bigger clubs it gives everyone a chance to see the work going on with these clubs promoting youth and playing with a freedom and flair which has been thrilling to watch.
"I was at Tannadice with the Sports Minister Shona Robison and it was an incredible evening.
"Dundee United could have been three up at half-time but Falkirk showed incredible character to hold out and kept going and going.
"They earned their reward by winning on penalties and there wasn't a gulf in quality.
"Shocks are no longer regarded with as much surprise as they once were due to the amount of recent results and the argument over league expansion will increase.
"Whether it's a big expansion or whatever, there has to be a better way found for the current structure and that will require a leap of faith from everyone involved.
"A top 10 is contentious but the financial pot needs to be spread across the game."
