That would pave the way for plans to start being processed for the site at Palmerston.
The deal, being worked on by officials from the club and Dumfries and Galloway Housing Partnership (DGHP) would see a redevelopment of the stadium and housing and possible leasure facilities built on the adjacent former Tesco site and other land owned by the club.
DGHP would also rent new office accomodation at Palmerston which would create a much needed income for the club.
The deal was first announced a year ago and it was revealed at the club's annual meeting lrecently that 80% of the funding was in place.
Asked about the timescales, a spokeswoman for DGHP said: "At the time we said we were looking to get our office accommodation sorted out in four to five years and that was a year ago ."
We are trying to get it all in place over the next couple of years and the following 18 months to look at getting something built."
"We have another six months of funding applications to go."
She added: "This site (Palmerston) remains our preferred option for office accommodation, but it is still very early days."
At the recent Queen's AGM the shareholders asked various questions about the DGHP proposals.
Director Billy Hewitson told the meeting "They (DGHP) have made an effort over the last year to come up with various schemes for funding. We have 80 % of it in place."
" They are looking to do a development of the site because they need office accommodation ."
"The revenue from DGHP would be £250,000 - £300,000 once up and running."
"It's worth waiting for; we need to work with these guys becaue there is nothiing else. They are the only show in town."
